The GSIS solar loan: the terms, who qualifies, and what you upload

GSIS lends its active members money for a home solar installation under the Ginhawa Solar Energy Loan, or GSEL. Everything on this page is from the GSIS page for the loan, read on 9 October 2026. Where GSIS has not published something, this page says so and leaves it out.

Checked: 9 October 2026. GSIS can change these terms, and its page is the one that counts.

The terms

The ceiling is the most GSIS will lend. It says nothing about what a system costs, which depends on the house and is set by the quotation.

Loanable amount
Up to 100 percent of the cost, capped at PHP 500,000
The cost of the solar panel system including equipment and installation fees. The amount applied for can never be more than the actual cost on the document you upload.
Interest
5 percent a year, computed in advance
Computed in advance means the interest for the whole term is worked out at the start and spread across the instalments, which is what the formula below does.
Term
5 years, 60 equal monthly instalments
The amortisation is the same every month for the whole term.
Loan Redemption Insurance
One time, deducted in full in advance
GSIS describes it as protecting the member and GSIS if the member dies during the term of the loan.
Paying it off early
Allowed, no fee
Pay the outstanding balance before the end of the term.
Cancelling it
Within 30 calendar days of the loan being granted
The principal or face value in the loan contract is paid back in full, with pro-rata interest.

The monthly amortisation, by the GSIS formula

GSIS publishes the formula and one worked case:

Monthly amortisation = amount borrowed × (1 + annual interest rate × term) ÷ (12 × term)

PHP 500,000 × (1 + 0.05 × 5) ÷ (12 × 5) = PHP 10,416.67 a month

The case GSIS prints: the full ceiling, at 5 percent, over 5 years.

The term is in years, and the rate goes in as a decimal. A loan for less than the ceiling goes through the same formula with its own amount in place of PHP 500,000. Before you apply, check the last condition below: the amortisation has to leave your net take home pay above the legal floor.

Who qualifies

Active members under permanent and non-career status, including Special Members tagged as such in their Member Service Profile, who meet all six of these:

  1. At least three years in the service, and at least one month of premium contributions paid, both personal and government share, within the six months before applying.
  2. No pending administrative case or criminal charge.
  3. Not on leave without pay.
  4. No GSIS loan account in default, except a housing loan.
  5. Employed in an agency that GSIS records do not classify as suspended.
  6. A net take home pay after the loan that is not lower than the amount the General Appropriations Act requires, once every monthly obligation, the GSEL amortisation included, has been deducted.

GSIS also announced a GSEL for pensioners, launched on 30 September 2026. This page has not read its terms, so it does not state them. Ask GSIS or check gsis.gov.ph.

How to apply

The application is made in the GSIS Touch mobile app, and one of these three documents is uploaded with it:

A proposal or quotation from a solar installer
Showing the cost of the system, the installation fees and the equipment to be used.
A signed installation agreement or contract
Setting out the terms of the installation and the warranties.
An official receipt
For a member asking to be reimbursed for an installation already paid for.

Your agency’s authorised officer then has to certify the application through the GSIS Secured On-Line Loan Certification Module before GSIS processes it. The GSIS page also links two forms for later: a GSEL Submission of Proof of Completion, and a GSEL Consent to Complimentary Fire Insurance Coverage. Both are on the GSEL page.

The quotation is the document you get from an installer

Of the three documents, the quotation is the one a member usually starts with, and it comes from the installer. GSIS asks for it to show the cost of the system, the installation fees and the equipment to be used. Ask for those as separate lines, with the panel and inverter models named, and keep the date on it.

The loan cannot be more than the cost on that document, so the quotation also sets how much you can borrow. Size the system to your bill first: the solar panel calculator does it from your monthly kilowatt-hours, and how net metering works covers what happens to the electricity the house does not use.

SSS: no solar loan published yet

Checked: 9 October 2026, on sss.gov.ph.

Private sector workers will look for the same thing from SSS. As of 9 October 2026, the member loans on the SSS website are these seven, and none of them is for solar:

  • Salary Loan
  • SSS LoanLite
  • Calamity Loan
  • Emergency Loan Program
  • Pension Loan Program
  • Conso Loan Program
  • Option to Sell Shares of Stocks Program

A search of the SSS site for “solar” returns procurement notices for panels on SSS branch buildings, which have nothing to do with member loans. News reports say SSS plans a solar loan for households, but SSS itself has published no guidelines, rates or application process, and the figures in those reports differ from each other. None of them is final. The place to check is sss.gov.ph, and this section will be updated when SSS publishes terms.

What people ask about the GSIS solar loan

Does GSIS have a solar loan?

Yes, the Ginhawa Solar Energy Loan, or GSEL. It lends active GSIS members up to 100 percent of the cost of a home solar panel installation, capped at PHP 500,000, at 5 percent a year computed in advance, over 5 years. Those are the terms on the GSIS page as read on 9 October 2026.

Who can apply for the GSIS solar loan?

Active members under permanent and non-career status, including Special Members tagged as such in their Member Service Profile, who meet six conditions: three years in the service with recent contributions paid, no pending case, not on leave without pay, no GSIS loan in default except a housing loan, an agency not classified as suspended, and enough net take home pay left after the amortisation.

How much is the monthly amortisation?

GSIS gives the formula and one worked case. A PHP 500,000 loan at 5 percent over 5 years comes to PHP 10,416.67 a month. For a smaller loan, the same formula applies to the smaller amount.

What do I need from the installer to apply?

One of three documents, uploaded in the GSIS Touch app: a proposal or quotation showing the system cost, installation fees and equipment; a signed installation agreement or contract; or, for a system already paid for, the official receipt. Your agency’s authorised officer then certifies the application online before GSIS processes it.

Can I use the GSIS solar loan for a system I already paid for?

The GSIS page lists an official receipt as one of the accepted documents, for a member claiming reimbursement of an installation already paid for.

Does SSS have a solar loan?

Not on its website as of 9 October 2026. The SSS member loans list has seven programmes and none of them is for solar. News reports say SSS plans one, but SSS has published no guidelines, rates or application process, and the figures in the reports differ from each other. Check sss.gov.ph for the current position.

Ask for the quotation GSIS asks for

Send the property and your monthly kilowatt-hours through the form, and say you are applying for the GSEL so the quotation lists the system cost, installation fees and equipment as separate lines. If the form is too much, the Message us button at the bottom of the screen asks for less.

Ask for a quotation

Tell us the property and what you are trying to cut, and you will get a written answer with a size and a next step. No visit is booked and nothing is charged for asking.
